There is no single build for every situation. Start with the content you expect to play, then adjust the plan to your group, gear, and preferred style.

How often will a talent help between visits to a trainer or vendor? Compare reliable damage, tools that help you recover, and movement before committing points deeper in a tree.
Start with the job you want to do in your group. Check which prerequisites lead to those talents, then see how many points must go into that tree to unlock each row.
Look at the control, escape, and defensive options in your class trees alongside damage. A talent that depends on a particular target or setup may not fit every matchup.

No. The available snapshot describes talents; it does not provide combat-log results, player pick rates, or tested class rankings. The class calculators let you make and share a build without labeling an untested allocation as best.
The planner starts awarding class talent points at level 10 and shows the budget for your selected level. Five points spent in one tree unlock its next row; some talents also require a named talent earlier in that tree.
No. The calculator is a planning tool. A share link reopens the selected class and allocation in this site; changing talents in game still requires the appropriate in-game trainer or system.
